Regarding permission applications for events and location filming

You will need to apply for permission when holding events within the park (competitions, rallies, exhibitions, and other similar events) or taking photographs or videos for commercial purposes.
As this park is divided into areas managed by the national, prefectural, and city governments, you will need to apply for permission for each managed area depending on the location of use, in accordance with the Urban Parks Act and the following management rules and ordinances. Furthermore, the application procedures and usage fees vary, so please be sure to contact the park management office (TEL: 0225-98-7401) in advance.

  • Prefectural Area: Prefectural Urban Park Ordinance
  • City area: Ishinomaki City Urban Park Ordinance
(Cases where permission application is required)
  • Selling or distributing goods.
  • Conduct fundraising activities.
  • Exclusive use of part of the park for competitions, meetings, exhibitions, etc.
  • We hold marathon and orienteering competitions for schools and companies.
  • Signs and banners will be placed in the park.
  • Conduct surveys such as questionnaires or vegetation surveys.
  • They collect membership fees and hold photo or film shoots.
  • We work as locations for filming dramas, commercials, and programs.
  • Vehicles used to transport equipment or provide first aid during tournaments etc. are not permitted within the park (passenger cars are not permitted).
  • Any other case where the park manager determines that a permit application is necessary.

Permission application procedure

1.Inquiries (approximately 1.5 to 2 months prior to the date of use)
  • When applying for permission, you must make arrangements and consult with the park management office in advance. Please contact us at least one and a half to two months before your intended date of use.
  • When consulting, you will need to submit an “Implementation Plan (any format)” that explains the implementation details.
  • The items to be included in the “Implementation Plan (any format)” are as follows:

    Date and time of event (including rainy weather plans), name of organizer, event details, venue plan (venue map, temporary facility specifications, etc.), expected number of participants, participation fee, entry time and method (participants and staff), organizational chart and emergency contact system, safety measures, public relations plan (public relations method and timing), merchandise sales and distribution plans, surrounding area measures, transportation measures (if necessary), and other (requested rental equipment, etc.).
  • Please note that the application documents you need to submit will vary depending on the location within the park you will be using. Please contact the management office for details.
2.Application procedure (must be completed at least two weeks in advance)
  • Once you have made arrangements with the management office, please fill out the necessary information on the “Permission Application Form (designated form)” and submit it to the park management office at least two weeks before the date of use.
3.Permission Decision
  • We will review the contents of your “Permission Application Form” and issue a permit only if we determine that the contents will not interfere with the use of the park, subject to certain conditions.
  • When permission is granted, a fee will be charged.
  • Recruiting participants for events or announcing events cannot be carried out until the permit has been issued, so please apply for permission well in advance of the deadline.
  • Please note that permission may not be granted depending on the application content, desired date and time, facilities to be used, and other conditions.

Regarding the use of the Omoiasuba (multipurpose space)

To use the Reminiscence Room (multipurpose space) within the Miyagi Memorial Museum of the Great East Japan Earthquake and Tsunami, you must apply in advance (applications must be submitted at least two weeks in advance). There are various conditions for use, so please be sure to contact the park management office before applying.
