Participation and collaboration of various entities
During the recovery efforts following the Great East Japan Earthquake, volunteers from all over the country were involved, and a variety of activities were carried out thanks to the strong bonds between individuals and organizations.
In this park, a variety of entities, including citizens, NPOs, and businesses, are carrying out civic activities related to commemoration, traditions, and forest creation.
A Participatory Management Council was formed to ensure that activities within the park run smoothly, with the government and civic groups cooperating and collaborating to promote civic activities and collaborative initiatives.
About the Ishinomaki Minamihama Tsunami Memorial Park Participatory Management Council
The Ishinomaki Minamihama Tsunami Memorial Park Participatory Management Council is a collaborative organization between civic groups active at Ishinomaki Minamihama Tsunami Memorial Park and the government agencies that manage the park. Its mission is to contribute to the smooth and appropriate conduct of civic activities within the park, based on the park’s fundamental philosophy: “To commemorate and pray for the souls of all who lost their lives in the Great East Japan Earthquake, to pass on the memory of the town and the disaster, to create a forest of life’s interactions, and to forge bonds between people.”
The Participatory Management Council is comprised of 22 organizations. Three separate committees with the same objectives—the “Tradition Committee,” the “Forest Creation Committee,” and the “Citizen Use Committee”—are also active.
The council collaborates with the park on projects that are in line with the park’s fundamental philosophy.

We are always looking for organizations that support the basic plan for Ishinomaki Minamihama Tsunami Memorial Park and the objectives of this council, and that can continue to carry out activities such as tradition-making, forest creation, public use, and other activities in the park.
By becoming a member of the Participatory Management Council, you can participate in the following activities within the park:
- ●The park will provide public relations support (announcements via website, social media, etc.).
- ●Depending on the content of the event, it may be easier to get cooperation from members and the government.
- ●You may use the park’s equipment (simple PA, loudspeakers, etc.).
- ●There will be opportunities to exchange opinions with other member organizations and with park officials.
- ●You will be able to participate in regular activities in the civic activity hub area.
